PCI Card Serial Port. Can't Map?

We recently purchased a Dell and didn't think we'd need a serial port of a PS2 port or anything like that. But it turns out we did need a serial port for an electronic signature pad that we will now be using with this computer. So I purchased a StarTech.com 2 Port PCI 16C550 Serial Card and installed it into the Dell.
The issue we are having is that we cannot use Window XP's "net use" command to map the device. We need to do this for our Citrix session. I have been doing the following:
net use com3: \\client\com3:
The serial device is on com #3. I keep getting a system 66 error from Windows saying that the network resource type is not correct.
Can anyone help me out here? Is there any reason why we should not be able to map these com ports with net use?
