PCI Card Only Works in 1 Slot

When I plug this wifi card into the tower's PCI slot, it will only work on the bottom slot. Other cards work in the other slots. Is this an IRQ problem? I didn't think XP had those often. What else could be causing this?

The BIOS could be set to manually configure the PCI slots and the IRQ resources.
It may not be readily documented but PCI slots usually have a default IRQ assigned to them. Some slots share. Read the documentation for the card and see if it requires certain resources. Also, some MBoards will allow disabling some PCI slots to release the IRQ assignment. This doesn't appear to be your issue.

I should also note that I had an identical mobo that I switched out because of an unrelated issue. Same make/model and all. This card worked on that mobo in the first slot but would not work in the corresponding slot on the new board. This is another factor that threw me.

May be a simple matter of the card refusing to share resources. Read the install files.
