PCI 2.2 in 2.1 Slots

I just brought a PCI USB controller card with 4 usb ports for a old pc that my mate has. When I install the PCI card into a spare PCI slot and turn on the PC the computer wont do anything no Display or anything. When I remove the USB card it works just fine. Does this mean that a PCI card with PCI 2.2 will not work in the old Motherboards with PCI 2.1 coz thats what I'm thinking is wrong. Is there another way of getting USB port on a old Motherboard.
