PcChips m963gv wont start

Specs: Windows XP, 2ghz/1gb
I have a computer built from scratch it was working for years now without any problems. but up until the other day i had a problem. It wont start up i checked the everything that i had connected to it and finally narrowed the problem down to the four pin that is located near the processor.

It has within it a:
2ghz processor with a foxconn heat sync/fan
A 1gb RAM inside and a new cmos battery
a 450w power supply (even though i tried many others i and got the same results)

When i connect the four pin near the processor and then turn on the power it lights up and the fan spins then it shuts off. Also when i tried to be smart, i plugged off the four pin and turned on the computer but it only started the fan and the lights, there was not activity from the monitor nor from the hard drive.

If anyone can help i would really appreciate it.

The 4-pin ATX12V plug powers the CPU. If the system won't start when it's plugged in & you're not getting the initial single POST beep, the problem is *probably* with the motherboard or CPU. The power supply is another possibility. You really haven't provided enough info for anyone to make an educated guess.

Try taking out ALL the RAM, then try to boot. The board *should* beep like mad. You do have a case speaker connected to the board, right?

Sorry about that.

I dont receive any kind of beep with or without the RAM plugged in. Is it that the ATX12V plug on the mother broad that gives the problem. Because when it is plugged in and turned on it gives a faint signal to the monitor then shuts off do you think the problem can be solved or do i need to get a new mother board to replace the faulting ATX12V plug.
