Pc works fine but won't turn on aft

Specs: Windows XP, 3.0
Pc works fine but won't turn on after shut down

Now I'm on it. It just works fine. But after I turn it off, then it won't turn on after I press the power button. I check the cables, but nothing happens until a minute or two passes by and then when I press once again the power button it finally turns on and works just fine.

So I'm here to ask you what should I do. It seems like it's my PS. But why is it working just fine right now? This problem occured after the electricity outage happened, and I had switched my monitor off, so I wanted to turn my pc off and switch on the monitor, but when I did the pc turned off and then turned on again, and I stupidly turned off UPS. After that, pc worked fine but now this!!!

EDIT: Heat is right now 53'c.

Should I repair windows? Checkdisk? Anything except to buy a new PS?!

Help please.

It is obviously a hardware problem so no amount of software manipulation is going to solve it, certainly not Windows repair or Chkdsk.

The most likely culprit is the PSU. Have you tried it without the UPS in the circuit as that could be were the problem lies.

A typo! Stewart meant removing the UPS box. But I'm sure you knew that.

FWIW to XP users: When you click on the 'Command Prompt' you are just causing the 'Command prompt' to be displayed. This prompt gives you access to NTVDM.EXE, the 'NT Virtual DOS Manager'.
