PC Won't Start

I'm only 14 and I have little knowledge so I was wondering if anyone would know the problem on my little brothers computer.
When you start the PC it loads up to the black screen and asks you to select safe mode, start windows normally etc in white writing. It then starts loading up with the windows xp logo and the loader bar which has blue lines running from left to right on it. Then there is a flash of blue writing which flashes so quick you can't read it and the pc restarts.
The pc loads up the same way and just keeps restarting.
Does anyone know the problem?

Did this start all of a sudden? Did this occur after installing some software or hardware? Did you try selecting Safe mode? You may need an administrator password. I am guessing that WindowsXP is running on the computer.
