I just got a brand new amd sempron motherboard cpu combo off ebay and it wont even power on. But i get and orange light on the network adapter. the case,ram and psu are all new. the only thing used is the cd drive and hdd. any help THANK YOU.

Did you make sure to only put motherboard standoffs where there were matching holes in the motherboard?
It might be a good idea to remove the motherboard from the case and bench test it.

If the cpu and mboard were bought as a bundle new, they should work fine together.
However, there's no way of knowing whether an EBay seller has matched the cpu with a mboard it actually works in, unless the seller states that cpu has been tried with the mboard and it works fine.
Check the mboard manufacturer's web site for the mboard and make sure the cpu you are using will actually work with the mboard model by consulting it's cpu support list.
If the sempron model is listed as compatible only if the bios has been flashedto a later bios version, the mboard may not boot if the mboard does not have that bios version or newer.
If the ram you bought was not part of the bundle, you may have bought the wrong type of ram.Ram that works in another mboard , or any ram you buy or have lying around, may not work properly, or sometimes, not at all - even if it physically fits and is the right overall type (e.g. DDR, DDR2, etc.; PCxxxx, xxx mhz) for your mboard. In the worst cases of incompatibilty your mboard WILL NOT BOOT with it installed, and the mboard may not even beep - the ram has to be compatible with the mboard and it's chipset.

.....It is easy to test for incompatible ram that has caused your mboard to fail to fully boot.
Make sure you have a speaker or speakers connected to the mboard so you can hear mboard beeps (see your mboard manual).
Remove the AC power to the case/power supply.
Remove all the ram.
Restore AC power.
Try to boot.
If nothing else is wrong, you will hear a pattern of beeps that indicate no ram is installed, or a ram problem.
E.g. for an Award bios or a bios based on one, that's often a beep of about a half second, silence for a half second, a beep of about a half second, silence for a half second, continuously.
......Another common mistake is buying el-cheapo power supplies - they are a lot more likely to give you problems than PSs costing more. What is the brand, model, and capacity of the PS you bought?
........Are you sure you have connected everything correctly? Did you consult a mboard manual for the mboard model?
E.g. many more recent mboards must have an additional separate 4 position connector from the PS to the mboard connected as well as the 20 or 24 position main connector.
If the main connector on the mboard has 24 positions, some mboards must have a connector from the PS that has 24 positions, some will work with a 20 or a 24 position main connector from the PS - see the manual for the mboard model.
More recent PSs often have a dual purpose 20/24 main connector - a one piece 20 position part, and a 4 position part that sources from the same wiring bundle that slides onto the end of the 20 position part.Some more recent video cards also require an additional connector to the card from the PS.
Some mboards will not boot, or will only briefly boot then will shut off, if there is no three wire fan connected to the 3 pin cpu fan header.

Now i am almost 100% sure the mobo is fried i took everthing out even the cpu still nothing no beeps just the light on the network adapter. i also tried 2 different psu. THANK YOU.

Your mboard and/or cpu aren't necessarily dead.
Nothing or next to nothing will work if the cpu isn't installed, and the mboard may not boot at all if the cpu isn't recognized by the bios version the mboard has.
It is/was quite common for support for Sempron models to be added in newer bios versions after the original bios version was released.
If the bios version the mboard has does not recognize the cpu, either the mboard boots but loads defaults for the unrecognized cpu type, or the mboard will not boot.
Check out the cpu support/bios version required info. Sometimes you must temporarily install a cpu the mboard does recognize no problem, flash the bios to a newer version that supports the cpu model you want to use, or to a newer version than that since newer updates almost always include all previous updates, then your Sempron should work fine when it is installed.

It works!! I tried bench testing and it turns out i had the power button in the wrong place. THANK YOU
