PC won't boot

Greetings. I tried upgrading one of my (self-built) PCs with a new motherboard (ECS PT800CE-A), processor, and memory, reusing the video card (ATI rage fury pro AGP4x, sound card (Sound Blaster Live!), hard drive and floppy. When I turned on the PC, it started up but then seemed to stop. The case and processor cooling fans continued to run, but no "processing" seemed to occur. There was no display on my monitor so I was also not able to get into the BIOS. Any thoughts would be appreciated.

is the cmos jumper in proper position, ide cables not reversed, all cards & ram seated properly & all power connectors attached to board

In my experience this is a processor problem. Either it is no good at all(happens sometimes) or perhaps not seated properly. This just happened to me 1 week ago and ended up being a tiny string stuck to the procesor. Once I removed the string it booted up perfectly.
