PC won't boot up or display

Specs: Windows Vista, 2MB
Hi my Packard Bell Imedia x2414 was recently shipped from the UK to Canada, it was approx 12 weeks during shipping and upon receiving it here in Canada I found out it does not boot up anymore, on the last nght before shipping it failed to boot up after downloading an update but displayed a blue screen with an error message saying I needed to insert my recovery disk which I don't have. I intended to attempt to access it via safe mode and restore to an earlier time before the download once it had joined me in Canada.
Now the blue light comes on, it beeps once as it always does but there is no clicking from the hard drive only a humming noise and it beeps twice more in quick succession, there is also no display on the monitor.

Could there be a voltage/frequency problem here?

First thing to do is to open the case and check all the connections. It may have been bounced around quite a bit. Re seat the ram and look for loose connections.
