PC will not start wo turning on/off switch

Specs: Windows 7 Home Prem 64 bit , AMD Athlon II x2.25u
Complete Problem: Shorted the sound output when trying to hook two outputs to the same amp.
Burnt some thing out and had to replace ethernet card and sound card. Lost both . Now to turn on I have to turn on/off switch on and off while unpluging power cord and repluging it, thus creating a surge and the pc will start up and run fine, till shut down and left col . then I need to perform the same procedure to start it up.
In your honest opinion does it sound like a cold soldered connection or s0omething else.
Didn't want to have to replace the motherboard and have to purchase another windows 7 os.

Is this a custom built PC or a pre-assembled OEM that came with Windows 7 installed?

Did any wires burn up?
