PC Will not start up

I recently purchased a new ATX case 400 watts. I transferred my motherboard (gigabyte GA-7N400 Pro 2) and the bare minimums the hard drive,xp 2000, AGP graphics, ram across to the new case. It started up first time and I went into CSMOS with no problem. I then shut down the PC and reconnected all the other equipment floppy;cd-rw; front usb sockets. Now when I turn it on the fan moves about a quarter of a turn, but I get nothing else apart from little led lit om motherboard. I have checked and double checked that CPU etc were connected correctly I have evenchanged the RAM/Graphics card/CPU/fan/and hard drive but still get nothing.
My question is what is the bare minimum of apps you need to connect to the motherboard to get the fan/cpu working. Do I need graphics card etc??
Or has anyone got any advice what I can do.

Try to boot with only the CPU, one stick of Ram and video card. When you transferd your system in the new case, did u corectly atached the cpu cooler? if u didn't you brobably fried your cpu :(

99% certain it is not the CPU as it was only on for about 90 seconds and was running at 41C..............I have changed the CPU but alas no difference. I have just removed the board to double check no screws underneath or anything that might short it out. I will reinstall with just one stick of ram; video card and CPU/Fan. One thing slightly different with this board, unlike other boards I would just remove the little jumper or reset cable (and battery) to reset CMOS or this board I am not certain how you reset CMOS

Try to run your system outside the case, put the mobo on a piece of cardboard or on it's original box (be carefuly not to put it on it's bag!!) and mount cpu, 1 stick of ram and grapichs card, that way you should know if it was a short circuit problem...

Tried doing what you said still no joy. I also tried another motherboard, but exactly the same thing happened (just a quarter turn of fan). I then put motherboard etc back on my old atx case and it started without a problem. I then diagnosed it must be the NEW atx case. As I left a motherboard cpu/fan ram in the new case I thought I would give it another try. I turned it on (without altering anything and the bloody thing started up).........I am now going to leave it a few days (my head is going round) and then investigate
