pc will not boot up / hdd turns off power

Specs: Windows XP
hard drive turns off pc, disconnected all from the psu (cd/dvd & mbrd) and ran test on hard drive, with hard drive connected to power supply the hard drive turns off the power.. is there a short in the HDD?

So the system will boot up into BIOS without the hard drive connected but will fail to boot once the drive is attached?
How do you test the powersupply with only the drive connected but not the motherboard?

Your problem may be in either the drive or the powersupply. re-connect to the motherboard. Leave the drives disconnected. Try to boot into BIOS setup. If successful shut down. Connect optic drive/s. Try to boot. If successful shut down. Disconnect optic drives and connect only hard drive power cable. Not the data cable.
Try to boot. If failure then almost certain the hard drive is faulty. If it will boot with just motherboard & HDD power cables but not if you connect other devices that load up the 12V rail then the powersupply is the likely culprit.

Ideally the way to test for certain would be to try the hard drive in a different known good system.
