PC Vga to LcdVga Causes tv to crash

I have a dc7100 with an intel based mobo. I have an ATI 9250 radeon card on a pci slot.
My Probs are as follows:
Even though its registered as the main graphics card and i get an output via the svid slot it refuses to allow the catalyst manager to be used or even found rendering the features useless. Ive been in the bios but found no way to disable the onboard graphicsto see if this is causing a conflict. Also even though i have 1 ati card it saying that theres a confliction with another ati card??
Also when i use a vga to vga cable to connect it to the vga/rgb outout on my lcd tv the tv crashes?? I have to turn the tv off at the socket. I know theres some form of signal coming through to the tvas before it carshes it shows the post screen. I got a vga to rgb cable with the tv to connect a pc up.?? Any ideas??
