I'm having a problem with a users home computer. It is an HP Pavilion 6553 with the above specs. The machine will turn it's own power on approx. 20 minutes after it's been shutdown. The power supply fan, processor fan, hard drive light, and power light, all come on. The monitor does not, the OS does not. Can't tell if the processor is doing anything but judging by the hard drive light it is. I've turned off all power settings in Windows. I've turned off all power settings in the BIOS. Running out of options. Any advice?

You can also try disabling the "Power failure resume" in the BIOS. Something like that. Also kill the "wake on LAN" if enabled. Disable the power settings in WINME too. Under Display properties.

Kind of freaky though!
