pc power-on problem

CPU/Ram: pentium 4 1.8 ghz, 256 MB

I am looking at a friends PC but am not that familiar with hardware troubleshooting. All that the friend did was move the PC from one area of his room to the other.

He has not added any hardware, and pc is not even on the internet. I plugged in his PC at my house (only the PSU plug, no other peripherals) and both the Processor and PSU fans turn on, and 2 red lights on the mother board turn on, but nothing else happens. No BIOS beeps, no hard drive movement, bo LEDs in the front turn on.

He has had the pc for about 3 yrs with no problems. I tried re-setting all connections to the motherboard (obviously only 1 at a time) with the same result.

I thought it was a PSU problem, but the fans are turning on, so could it be either the motherboard or processor ?

Any help would be much appreciated !

FYI: when he moved the PC it was sitting in a metal desk on metal wheels and was wheeled across carpet (static prbm ?)

Try resetting the CMOS by either a jumper or by removing the little battery (watch type) on the mobo. UNPLUG it before you do this. Wait about a minute and put the battery back in or put the jumper back where it was. Boot up and see what happens.
Are you getting any beeps? These can often be deciphered and translated into the root of the problem. If you're getting beeps, take note of how many and in what concession. (one beep followed by five beeps for example)
Post back with results.

Thanks for the quick reply.

I had already tried resetting the CMOS via the jumper, but I also tried the battery as you suggested, waited 1 min still same result.

Only things that happen are: both power supply and processor fans turn on and 2 red lights on mother board turn on. NOTHING else happens, no POST beeps, no other LEDs turn on.

FYI: Yes I unplugged it first AND turned the power supply switch (on the back) to off.

I suggest you open the case, take proper precautions for static discharge, and reseat all cards, memory and cables. Something may have come loose.
