pc not start normaly

Specs: Windows xp, cpu
when i start the pc by pressing start button pc not start but when i short the wire of smps(black+green)pc start after shutdown the pc i want to start the pc i press start button but pc not start please tell he solution
it is motherboard problem
i change smps but facing same prblem

Shorting black and green just gives and indication that the PSU (smps) is working.

Could be motherboard or even the start button or its connections to the motherboard.

It might still be a power supply problem. Are you from India? Many of the units sold there - iBall, PowerSafe, iBall, Odyssey, Power3, VIP, Zebronics - are of very poor quality.
