PC keeps going into Power Save Mode

Specs: Windows XP
My pc keeps going into power save mode. Trying to install new hard drive and OS but can't finish before the computer goes into power save. Any suggestions?
Dell Deminsion 9100 P4 3 GHZ cpu bus spped 800 mhz 2mb cache 2 GB Ram

That doesn't make any sense. If there's no OS on the new
HDD (hard disk drive), and you're in the OS setup mode of
installing an OS, the OS cannot use the ACPI (Advanced
Configuration & Power Interface), nor will the Power Settings
in the BIOS kick in.

If the PC HAS an OS installed on the new HDD, and the
system sits for a while, the power saver settings may kick in
depending on what they are.

Are you sure this isn't a power saving feature going off on the
monitor (screen)?

Or - is the system dying on you or shutting off as you try to
install the new HDD and OS?

Next time it happens, just wiggle the mouse and see if it returns to normal.

This is what i found online in the owners manual:

I F THE POWER LIGHT IS BLINKING AMBER — The computer is receiving electrical power, but an
internal power problem might exist.

(It sarts up everything is green and good to go then it shuts down and starts blinking amber)

• Ensure that the voltage selection switch is set to match the AC power at your location
• Ensure that the processor power cable is securely connected to the system board


it is set to 115 v

and i have checked all the power connections replaced memory but I have not reset graphic card.
Both the psu and the heat sink fans run until it shuts down
but they never change speeds I'm fairly sure previously i would hear the fans speed up in heavy use, but can't say for sure it may just have been the hd spinning.

I think I misunderstood another one. How long does it take to quit on you? How far do you get into the install? Does the time it takes to die get shorter as you try it again?

Skip - When it first happened I was formatting new 500 GB HD it was taking forever so I left and grabbed lunch when i returned the montor was black and said in power save mode , hit any key or move mouse, well that did not work, I finally got it to reboot and again tried to formatt HD and made it to 49%- about30 minutes or so and it shut down. rebooted and did a quick formatt and preseaded to load OS each time the pc shut down faster. I did manage to get the OS system loaded but now the pc only stays up for maybe 30 - 45 seconds I will recheck all power cable connections before i try anything again but don't think there are any loose connections. thanks for your help let me know if this helps

Check the DIAG Code lights on the rear of the PC as well. See pg 45 here:

Also - you should open up the PC case & check the MB capacitors to see if they're buldged or leaking:
