PC Fails to Boot

Running with a video card (works on another pc), 256 stick of DDR 2700 ram, 2100 athlon xp, 400 watt psu, floppy (works on another pC), and 80 GB Seagate (also works on another pc). Motherboard is an FIC AN19c that I got about a month ago. Was running fine when PC locked up and had to manually restart. Since then PC will not boot into BIOS, get into the splash screen for FIC but just stalls there and does no good to hit any keys to get into Bios. However, if I pull the CMOS battery and power cord for 30 seconds, put them back in and try to restart it will boot all the way into Windows.
Really driving me nuts. Can get into windows but only after reseting the CMOS. But then when I go to reboot am stuck back at the splash screen for the mobo. Any help would be appreciated. Thanks in advance.
