After many attempts to turn on my pc and getting a screen with options to start windows normally or in safe mode e.t.c. At the top of this screen it said a recent hardware or software change might have caused this. The computer loads onto the Windows XP screen and after 4 seconds the screen turns blue and restarts.

I would be very grateful if you could assist me in fixing this problem.

Kyle

Well, it could be a Power Supply problem, if the PSU starts to fail it will not be able to boot up your PC, have you recently added any new hardware or software after which this problem has occured?

what psu do you have? try a spear psu and see if that resolves it.
