PC Auto-restart before OS Loads

I'm currently experiencing start up difficulties with my PC. For some odd reason it will complete the memory test, followed by the PCI/IRQ listing on the second page then all of a sudden where XP would usually load it will auto-restart. My bios config hasn't been change to any other boot device, and yet it still seems to fail on the start up. Could it be that the HDD is fried ? Power supply seems fine, can't seem to find any other reasons. Any suggestion or recommendations? TIA

does bios show C drive? boot from a floppy & then CD C: Then DIR If that works you know C is working

you might have a loose cable going to the drive.
