PC Auto-restart before OS Loads

I'm currently experiencing start up difficulties with my PC. For some odd reason it will complete the memory test, followed by the PCI/IRQ listing on the second page then all of a sudden where XP would usually load it will auto-restart. My bios config hasn't been change to any other boot device, and yet it still seems to fail on the start up. Could it be that the HDD is fried ? Power supply seems fine, can't seem to find any other reasons. Any suggestion or recommendations? TIA

Summary: Please help! When I properly shut down my computer from windows, just 30 seconds, it auto-restart, then I shut down again, oh...my god, it restarts again... I must switch off the power to let it rest....
