PC auto-restart after shut down

Please help! When I properly shut down my computer from windows, just 30 seconds, it auto-restart, then I shut down again, oh...my god, it restarts again... I must switch off the power to let it rest... please help...

Disable power management in BIOS, it seems to be confused.
