Pavillion won't turn on

I have a desktop HP Pavilion 7920 model P4053A that will not turn on, after being stored for eight months. It has Windows ME installed on it, and was working fine, when I last turned it off. I’ve not installed or removed any hardware or software from it. It’s just been sitting on top a dresser, unplugged from ALL outside sources or components. I just decided to fire it up again, after building a new work space for it to reside next to another computer, as a backup. When I press the power switch, nothing happens…no noises or lights. The green LED light on the power supply is on. No fans or anything are running. I’ve tried ALL the troubleshooting tips on the HP website, short of replacing the mainboard or components or power supply. HP said if the green light is still on when all the internal wires are unplugged, the power supply should still be good. Does anyone have any other suggestions as to what I might try, to diagnose the problem here?

Connections tend to corrode if a unit isn't used for an extended amount of time. Try reseating the motherboard power connector a few times. Remove the AC power plug from the wall socket first

Power supply is BAD, Try another one too see.
HP/Compaq use Bestec power supplys, which are made cheap and don't last too long. Replace the PSU and it will start..

Is there a way I can test the power supply, to see if it is truly bad? I have a volt meter.
