Specs: Windows 7
If i'm running a 64 bit win7 can i partition and add a win7 32 bit?

Yes. W7 allows you to shrink (if possible) a partition. Then create a partition and install another OS.

I personally would use a virtual machine but it is not always exactly what you need.

Why did it take me over a year to phone in a problem to ATT?

Yes, you can.But Wins 7 disk partition management has limited function, it seems taht you just shrink a partition at most one half, and can't move partition, if you can't move a unallocated space, you can't extend a partition from this space, is it right?? You can Google Partition Assistant Home Edition, it is a free software to help you partition disk safely,you need pay nothing.
