This is the most common cause of your problem .
The printer may not be aware the paper is there simply because the paper is not properly positioned. .

There's always a switch or a lever that engages a switch that determines whether the printer detects the paper has been loaded. The stack of paper must be positioned so it's engaging the switch. Re-position the paper - e.g. pull out on a horizontal paper stack, or up on a vertical stack, place it back where it's supposed to be, all the way down or in.
Consult it's manual if you need to.

If that doesn't help.....

USB devices may not work correctly when they're connected to certain USB ports, e.g. ports in a hub or on the front of a desktop case.
See response 3 in this:

If that neither of those help....

from what experience I've had trying to troubleshoot HP printers/multifunction devices software problems, you're far better off time wise if you un-install all the HP software for the device you find in Add/Remove Programs, delete the HP device in Control Panel - Printers and Faxes, then install it's software again.

NOTE that if it's USB connected, when you install it's software, or re-install it's software after having removed it, usually you DO NOT plug in it's USB cable until AFTER you have loaded at least some of the software for it - sometimes it will ask you to plug it in after some of it has been installed.
