OptiPlex GX150 won't turn on

okay.. i have a problem (of course) ive got a OptiPlex GX150 the computer is completly stripped right now.. when i plug the power cord in the light on the motherboard comes on. so theres power. (also tried another ps didn't work) i unplugged the safety switch (i guess thats what it is, a switch for when the computer is open) anyways for some reason the computer came on when i was eating (in another room) when i came back the fans were on, but i had everything unplugged.. so couldn't see if the monitor would come on.. then i tried using the switch to power it off (no good, even holding down)had to unplug it.. any suggestions PLEASE HELP!! after switch didn't work..
