operating system not found

Greetings all,
Trying to put a "frankenstein" box together from all my old parts, and I keep getting a "operating system not found error".
The set-up is:
HP 6553 mew-vm motherboard 192 MB sdram pc100 floppy mitsumi 24x CD-rom 607 MB compaq HD or Dell XPi CD 2 GB HD
I've tried with a laptop hd with an adpator to make it work with the ide cable. The set-up has run with a 607 MB old HD, but now it won't run with that either. Any ideas that I might be overlooking? I've tried disconnecting the CD drive, and going with just the HD and floppy. I've tried just the CD drive with no HD and floppy ( a la knoppix). What am I missing here?

does motherboard see the hd, is there an operating system on the hd, can you boot off floppy, what is boot sequence??

The boot sequence is floppy, CD, then HD.
It doesnt appear to see the CD or HD, I have it set on auto. I've gotten it to boot off the 607 MB HD before but now it won't co-operate...

Windows 95 is on the HD. Thats what I have told the bios is there (it has an option for other, windows 95, windows 98/2000).
It is not letting me boot from the floppy. No C: or a: just "no operating system found"

small problem with reformat the HD. NO PROMPT! I ended up going a google search and found another guy with a real similar problem. Found out that you can't mix jumpers and cable select the hard way. The cd-rom had a jumper on it set to cable select, and the HD had none on it. I ended up popping the jumper off the cd and it worked :) I just thought I'd post this tidbit in case anyone ran into a similar problem :)
