Onboard USB works but not recognizd

We've sold these Dell GX-150's for several months. After we ran out of psu's for them, we started using GX-270 cases and psu's. Now we are using an updated GX-150 mobo in them. This motherboard, I've been told, is from a GX-150, though I have ideas it could be from a GX-260.

Everything is fine except for the USB. The ports work, I've tested them out one by one (2 front, 2 back). What's the problem then? The problem is that Window's acts up... 1) A USB icon in the system tray appears, then dissapears, then reappears, and dissapears. Every second or so. 2) Sometimes the icon will stay but a baloon tip informs you that

"! USB DEVICE NOT RECOGNIZED: one of the USB devices attached to this computer has malfunctioned and Windows does not recognize it. Please click..."

Anyways... 3)When you click on that it shows the USB Root Hub and under that tree is an unused port, and unknown device. The USB ports have nothing plugged into them.

I've downloaded every pertinent support file of this model number from dell support including a chipset update, a bios update, there's no IRQ conflicts, The same baloon tip/icon in the system tray stays there even if the device is disabled. I've tried uninstalling them and reinstalling...

I haven't had any luck w/ searching. Maybe a similar problem, but no fixes.
We're using XP SP2... I've downloaded a lot of usb files. Like a driver from intel, which I know is the manufacturer on the GX-150.

Anyways, let me know if I've left anything out. Can anybody sage me on this (If "school" can be a verb, why can't "sage" be?)

P.S. it's my personal opinion that there will be many customer support issues if they go out like this.

I see no one has any ideas. The only thing I can think of is a possible polarity reversal on the headers. That MIGHT cause your problem. Just a stab in the dark.

just another stab
is there a bent pin or a bad cable on the ribbon cable that connects to the main bd
or possible a bad port or dirty port

i too have been having this problem with a brand new board i baught. there are two usb ports at the front of my case but only one works correctly. but the problem you are having only happen with my flash drive. i tried my digital camera and did not get th emessage. trust me it is a puzzle. any more surgestion are welcome.this is an MSI board with PCI E slot.

I recently read something about USB devices not being recognized if the current draw was too little. Don't know what the solution would be for that issue though.
