Numeric Keypad at bootup

A friend is asked if I could find out how to boot to dos on a win 98 machine..with just a separate ps2 numeric Keypad connected....He has the MIcro Innovations model KP17B plugged into the ps2 port... His goal is to boot with no keyboard, just the numeric keypad...Is there a way to do this?
He gets the no keyboard connected error..

If he shops around, he might find a unit that you plug in that simulates a keyboard.
