I've seen several threads on this website that have the same issue, each one is not resolved and the threads are locked because they are old.

The error happens when any USB device is plugged in during bootup, (e.g. mouse, keyboard, external hard drive, etc...).

Go to your manufacturers website and get the appropriate BIOS update for your device. Mine was the HP Pavilion a1410n located here:

solved my error, good luck with yours.

Why does that make no sense at all?

Oh right, because I have a USB keyboard and mouse and have every USB jack plugged in and restart my computer fine? Wow. That makes no sense!
