Non responsive pc?

If I power on a pc and the fan starts, but the hard drive dosent seem to do anything, no beeps otr any other signs of life other than the noise of the fan, what would people consider to be instinctively wrong? I need to know, possibilitys? What to check and inwhich order? This is a problem with two pc's but only happens sometimes... Also on one pc it sometimes loads the BIOS and then instead of loading the OS the screen goes blank and all i can hear is the fan whirring...

The power supply and the RAM would be what I suspect is making the PC unresponsive. The next thing would be that the video card would be suspect. Then the processor chip and the motherboard would be the next suspects.
