"Try tapping the F8 key during bootup & selecting 'Last Known Good Configuration' from the menu"

There's a good chance that won't help, since normaliz.dll has been deleted.

NORMALIZ.DLL

That file is not found on my XP Pro (Pre SP1) Windows installation, but apparently it is in some newer Windows XP installations and is a standard Windows file.

Is that the way it is spelled, or does it have an e at the end?
There is a NORMALIZE.DLL as well.

If it is NORMALIZ.DLL , it is supposed to be in the C:\Windows\System32
folder.

On another computer, search for NORMALIZ.DLL on the web, download it, copy it onto a floppy disk. I have no idea whether there are various versions of it - you may have to try various file versions.

You should be able to start your problem computer in some Safe mode.

Press F8 repeatedly while booting (don't hold down the key) and a menu will appear - choose Safe Mode.
When the Desktop has loaded, insert the floppy disk in the floppy drive, and copy normaliz.dll to the C:\Windows\System32 folder.
Shut Down or Restart Windows and try to start the computer normally.

True, but you should always try the easy stuff 1st.

Googling Normaliz.dll (Tufenuf's link) brings up a lot of references to IE7...could that have been one of the programs that was removed?

Try Safemode with command prompt and run system restore from there.

- Restart your computer

- When the message "Please select the operating system to start" appears, press F8.

- Using the arrow keys, highlight the option "Safe Mode with Command Prompt" , then press Enter.

- Be sure to log on to the computer with the account that has administration privileges.
Enter the following in to the command prompt:

%systemroot%\system32\restore\rstrui.exe.

- Press Enter on your keyboard.

- Follow the onscreen instructions to restore your computer to an earlier state.

"....now the computer will not even turn on."

We have had many reports on this site of the power supplies in Emachines computers failing, sometimes suddenly.
Check your PS.

If there is nothing wrong with the hard drive other than Windows is screwed up, you can remove the hard drive and on another computer either jumper it and connect as a slave on either the primary or secondary IDE , or leave it jumpered as master and connect it to the secondary IDE, and copy all the files you want to save to another hard drive, or to CDs or DVDs or another storage device.
