Hi,
This is a Micro ATX PC. At first the power supply failed. Replaced it. It worked for a short while. After shutting it down a few times, then the PC lost its video. I turned it off completely and turned it back on. It was back to normal, again, only for a few times of shutdown. Now it does not have any video at all. This time it's stopped working for good. The video card is APG. I've even tried a PCI video card and still got the same blank screen on the monitor. Tried another monitor; tried each video with both monitors - still no luck. The monitors are much newer than the PC and they work well with other PCs.
Any help or suggestion is appreciated. Thank you in advance.

Was this AGP card already used in this puter successfully for some time? or is it a new card for this puter?

Are you sure this mobo supports this AGP card?
Any chance you can get another similar AGP card to test in this mobo?

Any other history on this computer and it's parts, not much for us to use to narrow the possibilities down mate.

Can you identify the card model and check if there are any updated drivers for it, perhaps it has corrupted drivers?

Do you know what the display settings were at in Windows?

Yes, the AGP card is the original one came with this PC. No previous video problem known until the power supply failed. Reading from the card: Intel chip, EliteMT, model AG240GM (I think). Mobo is Deawoo made with Intel chips. PC ran fine with the new power supply and was powered on /off for about 5-6 times before it started having this video problem. The second card was a PCI. Never worked. I tried the third card, also a PCI, and the computer started up right after the installation. However, it never came back on after I shut it down.
Thanks everyone for trying to help me on this one. I'm still researching.
