No Startup... Blankscreen

I recently just installed 2 Intel Pentium III on my motherboard that supports 2 Intel Pentium IIIs. After installing, I turned on my computer. I pressed the power on switch, and there's power running. I see and hear everything loading up, even the HDD is spinning. The onlything I don't hear is a boot up "Beep". Also, my screen is blank throughout the whole entire process. Any help would be appreciated.

PSU may be too weak to support the extra loads. Cards, cables or RAM loose? CPU fans connected correctly? Also possible it may need a BIOS update.

If this mboard was working before, did you change which ram you were using? If you did, the ram you changed to may not be compatible with the mboard - in the worst cases the mboard will not boot or even beep - in that case change the ram back to what was in it before.
Is the ram you have installed fast enough to support the core speed of the cpu's? E.g. if the ram is PC100 and the required cpu core speed is 133mhz, the mboard may not boot.

If there a FSB speed jumper on the mboard? If there is you may need to change it's setting.

Have you tried one cpu?
If it works with one but not with two, your PS may be inadequate, or you need to follow a certain procedure to use two cpus.
Have you looked at the mboard manual to see if you need to follow a certain procedure when installing two cpus?

Are you sure the cpus you are trying to use can be recognized by the mboard bios? If they can't, the mboard will either not boot, or it will boot but the cpu will be set to defaults.
Are you sure the cpu types you are trying to use are recognized by the particular bios version you have? Even if the mboard is rated to be able to use the cpus you installed, if the bios version is not new enough, you will have to install a cpu that IS recognized, update the bios, THEN install the cpus you want to use.

If the mboard has a slot 1 socket and a Socket 370 socket, most mboards that have that can only use one or the other, not both.
The mboard may not boot if you install both types.

Well, this problem occured before I input those two processors. I slotted the processors and resetted the BIOS. When their was no reaction, removed one of the CPUs and rebooted. The computer started to make some kind of scratching noise. I tried to figure where it was coming from, but no clue. I inputted the CPU back, and it ran smoothly, but still no "beep" and just a blank screen. The RAM is set correctly. 3 full slots, 512mb, 512mb, and 256. 512MBs are paired.

You may need ECC RAM with two processors.
Might be a jumper to set for two processors too.

We would be able to help you a lot better if you supply the mboard make and model number, or the name brand system model number.

Has this mboard ever worked for you?
If it hasn't there's all sorts of things that could be wrong.
- fried mboard (e.g. damaged by a failing PS), or one that failed to update the bios (trashed bios) - COMMON if a flash was attempted
- incompatible ram - COMMON
- cpu cannot be recognized by your mboard/bios, or it's not recognized by the bios version you have
- faulty power supply - COMMON

Do you have another cpu that works with this mboard?

If your mboard can use DDR or regular SDram, it often can't use both types at the same time; only one or the other.
The ram being the right size and type and in the right slots doesn't necessarily mean it is compatible with your mboard if it was not known to work in this mboard before.
E.g. many older mboards will not work if 128mb or larger modules have only 4 chips on them. Some will not work with any 256mb module with less than 16 chips (8 on each side).

You can rule out incompatible ram being the problem.
Remove the power to your case/PS, remove all the ram, restore power, try booting. If there is nothing else wrong, you will hear a beep pattern indicating no ram is installed, if you have (a) speaker(s) hooked up the proper way so that you can hear mboard beeps.

Failing power supplies are common and can cause your symptoms.
Check your PS.
