My PC normally works fine unitl yesterday I tried turning it on and I'm getting no signal to the monitor or keyboard. I disconeccted the power and tried again and it booted properly.

But now its happening again but now soon as I turn it on the fan at the front of the PC runs really high making a loud noise and I get no power to the monitor or keyboard. The cd drives open. I have tried reconeccting all power sockets on the motherboard and hardware.
Can anyone help me? Thanks.

Those of us who answer can't be familiar with every computer model name or series name and whether it is a desktop or a laptop - please state what it is when you post. Apparently a ThinkCenter is a desktop or tower computer.

It sounds like you have a failing PS. It is quite possible and common for a failing PS to partially work but to not allow the computer to boot.
To open/close the CD drive tray only requires that the power connection to them is receiving power - that much of the PS is working. The fans may receive power and spin as well.

See the latter part of response 4 in this:

The "overtop" Setup part does not apply to you.
