No signal to monitor, no usb power

Specs: Windows XP
I was recently burning a dvd on my desktop and left it while it done so. When I came back the dvd had ejected after finishing but when i went to turn the monitor on, it powered up but said there was no signal. At this point my mouse seemed to be working as it lit up when i moved it. I reset the pc so as to eliminate whether it had frozen or not. However on powering up again the was no power to my usb mouse and still no signal to the monitor.

The cdrom drive sounds as though it is trying to do something even though there isnt a disc in it and the orange light which lights up when the pc is working on something is continually lit. There are no sounds when the computer switches on and the usual windows start up can't be heard so I am assuming the pc isn't booting.

Am I having a problem with my motherboard as there doesnt seem to be any power going to any of the usb ports and all the power unit seems to be running ok and all fans are running.

I have had the computer for about 6 years, which a friend built for me, but would like to try and repair / solve the problem myself.

Try to swap psu.
