No screen display

I recently tried to build a pc. The hdd is empty, the mobo is Syntax (correct one for cpu and mem),slightly used but working ATI RageIIc AGP video card. My problem is no screen display on boot. Monitor is fine, checked on working pc, likewise with video card. Everything seems to be working, power supply,fans, can hear hdd and all other drives light up. Can anyone tell me what I need to do to get a screen. I know that the video cards will need drivers to work, but shouldn't I still have a screen display? HELP! Thanks ahead of time
