No Restart function on PC bought at Auction

Specs: windows xp, dell 745 3.4gh,3gig ram
I bought a DELL 745 Pentium D 3.4gh 80g hard drive computer at an auction. The hard drive was wiped clean when i got it. It had 2 x 512gig of ram. I added another 2 gig. Formatted hard drive and tried to install xp on it. When it tried to restart, screen goes dead and computer lights stay on but doesn't restart. To continue with windows have to hold the on button in until shutdown and then press again to start up again. Eventually got it installed.Once installed can turnoff computer with mouse through start menu but cannot restart,(computer closes down and hangs) went to the bios and reset to defaults, saved and exited, would not boot to operating system, had to stop and start it again with the on button, No restart. changed the burner,ram,hard drive, no change. Computer works like a treat but no restart. tried to install windows 7, same problem with the on button but when final installation rebooted with the on button pressed when restarted, windows 7 said failed installation and does a rollback. A minor problem but i know when i try to load programs on it it will not work. HELP! Thanks Hoges.

Set bios to acpi enabled.

Test system with ultimate boot cd tools too. Start with memtest.

Set bios settings to default or failsafe.

Why did it take me over a year to phone in a problem to ATT?
