No power to PC

I recently switched out a mobo and installed a new CPU. Now when i try to turn the system on, it doesnt do anything other then spin the fans for a brief moment then notin. The strange thing is when i change the power standard in the back to 230(which i know i shouldnt do) it runs but thats about it. I get no video and so forth. Any suggestions.

check that cpu for a bent pin.

Remove the motherboard from the box and bench test it with only the RAM and video card/monitor connected.

change the memory chip and try. reset the cmos and then try.

I recently installed a motherboard with AMD Sempron cpu and 1 gig ram. So to be safe, I only plugged in the power supply and front panel cables(pwr led, hdd led, etc>)
and Nothing, nada, zip except the fan twitched for a second. I was convinced the hardware was bad or the power supply failed. Somewhere on a forum I saw a comment made about needing to plug in the HDD power cables, not the signal cable. I was sceptical but it powered up! I shut it down, added video card plus the diskette reader to test and still came up so I continued the process of adding hard drives and cards successfully.

Do as Response 1&2 and reseat cpu then check heatsink & fan use fresh thermal compound. Use only 115v
