OS: Windows ME
CPU/Ram: AMD Athlon 1.2, 128 RAM

At first my PSU blew, so I replaced it. The PC worked fine for about a day. Then, I downloaded something, left the room, and when I came back the PC was on but the monitor showed "no signal input." Now, when I turn the PC, only the case fan comes on -- no power to any of the disk drives, nor to the harddrive. There are two indicator lights on the front: strangely, the green one AND the orange one come on and STAY on. Opened the case: all connections are fine. What could this be? I am pretty sure I got a fitting PSU to replace. BTW, there seemed to have been a bit of a smokey smell that night before this happened.

Steve,

Are you comfortable using a volt meter?

If so, you should have +12vdc between the yellow wire and the black wire next to it and +5vdc between the red wire and the black wire next to it as shown here.

If you don't, then no power to drives.

Thanks for the tip, but I don't think my knowledge is sufficient to deal with that. Nor do I own a volt meter. However: what could cause the voltage to mess up?

Practically anything on your system could be defective and burning out your power supply. That is an extremely difficult and 'possibly' costly problem to solve.
I suggest starting with the minimum and going from there. Disconnect all the drives (power and signal) and pull ALL the cards. Power up and see if you get a POST beep. If you do then you could start reconnecting things one at a time, starting with the video card.

If jakes' try didn't help, you need to get your machine to a tech and see if voltage is present from the +12vdc rail...or just replace the power supply.
