Comment:

When switching a different board into a case I neglected to remove one of the unused standoffs that was there from the previous board. I tried booting and got no POST and a slight popping sound. It will now do nothing but spin the fans (no beep, no nothing). My best guess is that the standoff shorted a connection under the mb and fried something although I cannot find any obvious signs. What I am trying to figure out is if it most likely fried the board, CPU and RAM or just one of them. Any guesses?

Specs:
ECS P6S5AT
1.0 GHz Celeron
512MB DDR

Most likely the motherboard and/or power supply.

When I try to boot the CPU and GPU fans remain active unit i turn it off. The hard drive also spins up without a problem. Could the power supply still have a problem reguardless of this?

Yes, the unused standoff was removed. I removed and inspected the cpu and power supply for thermal damage and found none. The mb does not have any obvious damage (eg blown capacitors). My best guess is the bios was damaged. I have tried clearing the CMOS with no effect. It still has no post beep and the screen light does not turn green.
