No picture on the monitor

I am having problems with a computer. I really need help with this. This computer has never been used before. So before I plug the video cable into the CPU, it says no signal check the video cable on the monitor. So when I plug the video cable in into the CPU, the message goes away on the monitor and just a black screen appears and I do not hear any beeps. I have done a little troubleshooting myself and here's what I did: I have switched out the motherboard - same result. I swapped monitors - same result and I have swapped cables - same result. Can someone please help me with this I am out of suggestions.
By the way I don't know the CPU/Ram because the computer never booted up.

Does this mean it is brand new out of the box or is it something that you personally have not used before?

If it is BNIN then why are you changing motherboards? That's what warranties are for.

Does it have "Onboard" graphics or a separate graphics card? Did you plug the monitor into the PC while power was connected to either?

The fact you get no POST beeps could indicate failure of any of the following:

Powersupply, CPU, Motherboard, Heatsink fan, RAM, Troubleshooting a non-booting system has been described in these archives many times. If it was under warranty then you've already blown that so you might as well continue. Strip it down to barebones. ie:
Powersupply, Motherboard, CPU with heatsink fan, 1 stick of RAM, Graphics/Monitor, and keyboard.

Disconnect everything else including all drives, mouse, any PCI cards and USB devices.

If it will not POST in this configuration then you need to have "Known Good" compatible components to swap in/out in order to isolate the failure. Start with the powersupply.

One thing I always do after stripping the box down like Richard suggested. If I still get no POST, I pull the RAM to see if I get any error beeps. Error beeps are good, because it means the motherboard and CPU are working.

It is brand new out the box.

The company sent me a motherboard because they thought the motherboard was bad.

It has Onboard graphics

Did you plug the monitor into the PC while power was connected to either?
The only power that was plugged up when I
plugged the monitor into the PC was the monitor power. I always plug the PC power in llast after everything else has been plugged in.

I have tried switching out the powersupply but there was no change. I also tried swapping out the motherboard, also there was no change. I also tried switching out RAM but also there was no change. Another thing I
tried was unplugging all the drives and extra things except motherboard, powersupply, etc. and I still don't get a beep. I don't even get a beep telling me there's no RAM.

I don't know what to do. I trying to avoid sending the computer back and getting another one.

Can you get into BIOS?
Is the internal PC speaker connected?

My recommendation is to send it back and demand a full refund. If you've tried with a replacement motherboard and powersupply but still cannot get any POST then I would suspect the CPU has failed. Is the supplier likely to send you a replacement just for testing purposes?
