No keyboard mouse usb conn. work

Specs: Windows xp
I have 2005 acer laptop that wont recognize mouse keyboard usb connections or any buttons on my laptop. This has been about 2 yrs since it worked properly. I used to be able to unplug it and wait for the low battery warning and then it all worked fine. now, nothing I get no battery warning anymore, it just shuts down. How can I get my old files transfered to my new laptop?

I don't know why your laptop is working bad, but a 5 year old laptop is pretty old for laptops. However, I can tell you how to get your data off the HD.

Pull the HD out of the laptop, and find out if it's IDE or SATA (5 years old it may be either). Then go to your local computer shop and ask them for an adapter to be able to connect the type of drive you have to a USB port. Then you'll be able to plug the drive into another PC and copy all the data off.
