No Input signal

Specs: Windows XP
On a couple of occasions my older pc when turned off without shutting down wont start back up. If you press the power button it wont boot then the monitor gives a message saying in input signal check video cable.

This has happened twice and then later it seemed to work again. Am unsure what is causing this as if it was a video card problem it wouldnt work again right till I replaced the video card. Also it doesnt even boot and the power light goes on for like one or two seconds when you press it on then goes off.

i have tried switching the power cables to see if its the fuses in the plugs. No difference I tried switching the plug sockets just in case it was a problem with the extensions no difference. The monitor is plugged into the same power supply and is working fine.

Am unsure if its something to do with the power button the pc but the restart button isnt working either. It was fine then it did this then about a week later it worked again and now about a week or so later its gone funny again and won't switch on properly but the power light flickers on when I switch the on/off power button at the back of the pc next to the power cable and press the power on at the front.
