No Display, I cant see bios

Specs: No OS, 3.0GHZ IBM, 512MB DDR
When i turn on my PC i get no display on the monitor. but if i connect and disconnect the VGA the monitor would wake up from power saver mode. Then will go back.
I recently purhcased a Video card: ATI Radeon X1300 PCIE 512mb. I used the VGA on that and still didn't work. I put in 3 diferent ram sticks and still get nothing. I put in a 3v circular battery and still nothing.
I cannot access bios because i cannot see anything on the computer.I also connected it to my TV but i still get nothing.
When i power on it sounds like my speaker is being blown.
Any help?

Try the monitor on another computer.
Try another monitor cable.
Borrow another monitor to try.
Disconnect the hard drive and start to see if you get an post screen and/or a beep code and/or motherboard light code (first with onboard graphics, then with card). Post results.

You have to be a little bit crazy to keep you from going insane.
