No display after new video card!

Specs: Linux i686
So, I've been using an AGP ATI Radeon video card for a long time which worked really well before ATI pulled linux support. Performance got s---tier and s---tier until, last week, I was booting up and the BIOS froze at cacheing video ram. I looked at the card and found the fan had stopped working and the card had gotten fairly toasty. I went out and got an old Nvidea GEforce2 card which I put in, and things became quite different. Now when I plug my computer in, it turns on in a sort of low-power mode, where fans go on and can't be turned off, but go fairly slowly. If i hit the power button they turn on to full power, but if I hold the power button down again, they only slow down to this low-power mode. Nothing displays, not even the former BIOS error. I tried switching back to the old card, and got nothing there either, again, not even the bios error. I checked the connection a hundred times, switched cables and monitors... am I having a power supply problem?
