I can only get black/white with my ATI Radeon 9700 TX w/TV-out card on a Dell Dimension 8250 when I connect it to a TV. It does this in all PAL settings as well as in NTSC. Any suggestions? I've tried going to Dell's support site, ATI, but this problem isn't addressed anywhere.

Are you using S-Video? If you are, try a different cable, the color pin may be broke. If using composite, make sure it is set to composite.
