no bootable device available

Specs: Windows XP
I recently receive a Dell GX280 desktop which is supposed not to have an operating system installed.
As soon as I switched it on it appear the message 'no bootable device available'. I went in the Bios and check the dinostic of the hard drive and it says passed. I also check the boot sequence and set up as 1) CD, 2)HDD, 3) Floppy.
However when I restart the PC with the WinXP CD, the installation doesn't start and the 'no bootable device' message appear again.
Can someone help me?

The optical drive may be knackered, try from a W98SE Boot Floppy:
