Specs: Windows XP, Intel (R) Dual Core
During POST/Instant Flash ( S.M.A.R.T. is capable but Disabled) is stated.
When you enter Set up and select SMART to load BIOS default - No BIOS files Found appears.
Computer is functioning but does not execute other functions.

Post the brand and model of the computer or if custom, the motherboard model.

S.M.A.R.T. is for monitoring the hard drives, by default is disabled.
BIOS default settings is a good starting point, to get more out of the system u have to adjust some settings manually.
Try to reset the CMOS by jumper or removing CMOS battery. The power cord must be removed first.

'No bios files found' is an odd message to get unless you're attempting a bios upgrade. You need to check your motherboard/system manual and see exactly what that means in your case.

Also what does '. . . does not execute other functions' mean?
