Newly built Pc won't boot until reset

Specs: Windows XP Pro Sp3, 2 GHz / 2000 MB
Greetings! I recently built a new system. When I attempt to initially boot the system each day, nothing happens except the LED lights for power and hard drive come on. Everything on the motherboard, and all of the fans work, but nothing appears on the screen
UNTIL I press the reset button. Then the POST screen appears, and everything is 'fine'. If I re-boot later, the pc immediately boots up. I have never had THIS problem before. Any and all input on this problem would be greatly appreciated! Thanks in advance for your help.

I have an IBM that if turned off and unplugged requires to two presses to go.

If turned off but left plugged in it only requires one push on the start button.

So I am wondering what type of computer you have and are you unplugging it or leaving it in stand bye mode.

My Dells ,Gateways and Generics go into standby as soon as they are plugged in and only require one press.
