It might be "newly bought" but it isn't new.
Q? Was the operating system freshly installed?
Was the machine "refurbished" ? One of the main reasons for laptops to run slowly is throttling of the CPU when overheating.
Stating the hard drive had 40gb remaining tells us little. How large is the disk?
What programs are running at startup? When was the last time Disk Cleanup was run?
Has it been Defragged?

As stated above, if it's running Vista & only has 1GB RAM, it's definitely not "new". It may be new to you, but my guess is it's a "pre-owned" laptop. And if that's the case, it may be loaded with a bunch of crapware.

"it still has 40 GB left in memory"

The 40GB you're referring to is storage space on the hard drive, not memory. As for it being slow - I wouldn't expect a system running Vista with only 1GB RAM would be very fast, especially if it's bogged down with a lot of crappy software and/or a lot of programs loading at startup. Which anti-virus are you running?

Try this:

Get some more ram and then return it to the OEM state by reloading the entire OS from dell restore media.

you need at least 2gb of ram to run vista smoothly, i would recommend you do that and see how the laptop is then.
